I had the same problem with missing option upload/download in my first save on vita, really strange...Then, I start a new game on my vita and transfers the save data ps3 to the vita, it works perfectly.
Here, FAQ personal, on the share save data system :
Q: PSN
A: No ! The save data are stored by Arc System Works, not the cloud storage of Sony.
Q: upload and download option is not present in my options...
A: it looks like a problem created by the creation of the first save data of the game. Don't really know why, but the only solution is to erase, or store anywhere you want, your save data and recreate one.
Q: what is shared of the save data exactly ?

First, what is NOT shared :
- Your P$.
- Your Save point from Story Mode
- Your replays
- Your trophies (Arg ! temmeee ! Uru sane ka !)
Then, and not what IS shared :
- Your Gallery
- Your Story Progression
- Your Level
Both are NA versions, and both systems are NA systems. I don't see anything on the internet about you needing PS to use this function, and the problems seem to stem from my Vita or something.
It has my PSN details and everything. However, I can see my friends list people on their PS3s, but it seems like my friends list people can't see me on my Vita.
I've done the "Activate" thing in the PSN section of the settings menu, but I'm still not seeing anything.
It shouldn't be this hard D:
